What is a NDBER?
Non-Domestic Building Energy Rating (NDBER) is a rating system used to assess the energy performance of non-domestic buildings in Ireland. A non-domestic building is a building that is not used for residential purposes for example, offices, schools, hospitals etc. A BER (Building Energy Rating) indicates the energy performance of a building. The BER certificate shows the annual primary energy consumption and carbon dioxide emissions associated with space heating, water heating, ventilation, lighting, and any related pumps or fans. These annual energy‑use and emissions figures are estimates and are not based on actual measured energy consumption or emissions data.

A BER certificate is legally required in Ireland for all non‑domestic buildings when they are constructed, sold, or rented. This obligation promotes transparency in the property market and enables prospective buyers or tenants to make informed choices based on a building’s energy performance.

How often do I need to renew my BER certificate?
You must renew your BER certificate every 10 years, provided no changes are made to the building that would impact its energy performance. If changes are made, you must update your BER.
What is the difference between DEC and BER?
A Display Energy Certificate (DEC) is based on the building’s actual, measured energy consumption, covering both regulated and unregulated energy uses. In contrast, a Building Energy Rating (BER) is calculated from the building’s predicted energy performance and includes only regulated energy.
Regulated energy is energy that is essential to the buildings core function and typically includes heating, cooling, ventilation systems, hot water production and fixed lighting. Unregulated energy is energy use that is not controlled by building regulations and depends on occupant behaviour, equipment choices and operational patterns.
