Biomethane for Carbon Community

As part of the Biomethane for Carbon and Community project, TEA led the development of a comprehensive Planning, Permitting and Policy Guidelines report, providing a practical, end-to-end roadmap for agri-led biomethane projects in Ireland. Key activities included:

Reviewing 78 local authority planning applications (2008–2025) in partnership with KPMG Ireland to identify common barriers, failure patterns and decision-maker concerns

Mapping 48+ individual legislative instruments, licences and consents across 8 thematic areas, covering planning consent, environmental licencing, health and safety, and grid connection

Developing a six-stage permitting roadmap, from feasibility and site selection through to commissioning and operations

Incorporating inputs from the National Biomethane Strategy, the Biomethane Environmental Sustainability Charter (November 2025) and forthcoming national planning guidance (Action 5g)

This report is aimed at a broad audience involved in or affected by biomethane development in Ireland, including agri-sector developers and landowners considering anaerobic digestion projects, planning consultants and environmental practitioners preparing applications, local authority planners and elected members assessing proposals, and regulators, funding bodies and community stakeholders seeking to understand the consenting landscape. It is equally relevant to policy makers looking to align national biomethane ambitions with on-the-ground delivery.
