REMARKABLE Climate Leaders is a European leadership initiative empowering local and regional actors to deliver climate neutrality by 2050. Built around a peoplecentred, actionorientated approach, the programme supported public authorities, communities, and emerging leaders across seven European regions to accelerate the clean energy transition with confidence, ambition, and impact.

At its core, REMARKABLE created a dynamic network of Climate Leaders who inspired change, mobilised stakeholders, and drove their municipalities and regions toward longterm climate neutrality. These leaders led the shift of local action from traditional energyefficiency measures to a strategic, wholesystem focus on climateneutral futures.

Through the REMARKABLE Climate Leadership Programme (CLP), 120 leaders participated in a structured capacitybuilding journey built around four pillars:

Climate Leadership

Characteristics, Approaches and Tools

Community and Stakeholders

Mapping, Mobilising, Encouraging and Engaging Stakeholders

Climate Neutrality Roadmap

Scoping, Definition and Application; From Sustainable Energy and Climate Plan (SECAP) to Neutrality Roadmap

What is Climate Neutrality?

From EU Ambition to Local Definition; The Science, Structures and Systems relevant to Climate Neutrality; Specific focus on the energy component of Climate Neutrality.

As part of the programme, leaders cocreated 60 Climate Neutrality Roadmaps, turning strategic aspirations into concrete, disruptive, and farreaching measures. In parallel, the seven participating Regional Energy Agencies developed 14 new Climate Neutrality Services, strengthening their role as catalysts for innovation and change.

Together, these efforts built a new wave of climate leadership across Europe, one capable of delivering the bold, systemic transformation required to achieve a climateneutral future.
